What is NPR and how much is different from 2010

What is NPR i.e. National Population Register?

NPR is a register of residents or general residents living in India in general. Registration is mandatory under the NPR for those living in India. It will also be mandatory for foreign nationals living in India along with Indians. The goal of NPR is to create a database of people with extensive identification of people living in the country.

The first NPR was prepared in 2010 and the work of updating it was done in 2015 through door-to-door survey. Now the work of updating it once again will go on with the houselisting phase in the 2021 census from April to September in 2020.

This will be done at the village, panchayat, district, state and national levels under the provisions of the Citizenship Act 1955 and Citizenship (Registration of Citizens and Issues of National Identity Cards) Rules, 2003.

What do Usual Residents Mean?

According to Citizenship Rules, 2003, a Usual Resident is someone who has been living in an area of ​​India for the last six months or wants to stay longer. In the database that will be prepared under NPR, biometric details will also be taken along with demographic information. Under this, information about Aadhaar, mobile number, PAN, driving license, voter ID and Indian passport number will be obtained.

Sharing of Aadhaar will be done as per the Supreme Court's own rule. Demographic information includes person's name, relationship with head of household, parent's name, husband's and wife's name of married, sex, date of birth, single and married, place of birth, nationality, current address, current address, how long to live That is, information about permanent residence, profession and academic degrees will be sought.

The data collection of 15 points was done in the 2010 NPR. Apart from the parents' date of birth and place of birth, information about the previous place of residence was not sought. In NPR 2010, data collection was done in the 2011 census.

What is census?

Population is counted in the census. It occurs every ten years. Census 2021 is the 16th census of India. The first census was done in 1872. However, this will be the eighth census after independence. Mobile app is being used for data collection in 2021 census for the first time.

What is the difference between NPR and NRC?
NPR is different from NRC ie National Register of Citizens. Foreign citizens are not included in NRC. Citizenship Rules were notified on 10 December 2003. Under this, NRC was said in which there is a provision to prepare a register of Indian citizens who are living in India or outside India. On Tuesday, Home Minister Amit Shah said that there is no relation between NPR and NRC.

He also said that NPR data will not be used in NRC. But in the 2018-19 annual report of the Ministry of Home Affairs, it was said that NPR is the first phase of NRC. However, Union Minister Prakash Javadekar has said that NPR is population registration and not citizenship register.

He said that NPR has no relation with NRC. Many contradictory statements have come from within the government regarding NPR and NRC.

Which states have announced not to implement NPR?

The Mamta Banerjee government of West Bengal has announced that it will not implement NRC and CAA in its state. Mamta Banerjee had said, "NPR work cannot be started in the state without the permission of the state government." Kerala and Rajasthan have also made similar announcements. After the CAA, non-BJP ruled states have declared non-cooperation on NPR and NRC.

Why is Assam excluded from NPR?

NPR will not be implemented in Assam. NRC was recently implemented in Assam and illegal migrants were arrested under it. The objective of NRC is to identify illegal migrants and send them back.

Why is NPR opposing?

Many political factions say that NPR cannot be seen as separate from NRC. Similarly, it is being said in the CAA bar that it should be seen only by connecting it with NRC. Forward Bloc MLA Ali Imran Ramz has argued against it, "If you want to stop NRC, then NPR has to be stopped first." There is a conspiracy to do both in the name of census. If any state government is against NRC, then first it should stop NPR. ''

On 23 July 2014, the then Union Minister of State for Home Kiren Rijiju said in a written reply in the Rajya Sabha, "The government has decided to create the National Register of Indian Citizens." This will be done on the basis of NPR's data.
